Dominique Samari, JD, is an international development consultant and attorney. Ms. Samari earned her Juris Doctor from Marquette University. Her strong academic and legal background is complemented with more than 12 years of legal and management experience in rule of law and development. She specializes in strategic planning, evaluation and the execution of operations and training for clients.
Most recently, Ms. Samari served in key development management positions in Afghanistan promoting the rule of
law and justice sector reform. Her work included designing opportunities to ensure transparency in the formal justice system. In addition, she identified gender-related goals and priorities and integrated them into regional training and mentoring activities in support of overall justice sector reform.
Ms. Samari began her career as a criminal trial lawyer for the State of Wisconsin and later established her own law firm. She defended the legal rights of criminal defendants and advocated on behalf of the economically and socially disadvantaged before serving as criminal court commissioner for the City of Milwaukee. Ms. Samari is passionate about P3’s service to others and believes that partnering with and empowering local communities and their leaders creates meaningful, lasting and positive change.
